Heat Pump Rates in Rhode Island
This report rigorously quantifies how much Rhode Island's heat pump customers are currently overpaying for the grid, by measuring their cost-of-service and comparing it to the delivery revenue RIE collects from them. We then propose a dedicated electric delivery rate for heat pump customers that would eliminate these overpayments. We find that this heat pump rate would transform the economics of heat pumps in Rhode Island, making it cheaper to heat with electricity than natural gas for the vast majority of households in the state.
