This is a report by the Maryland Commission on Climate Change, which is charged with advising the Governor and General Assembly on ways to mitigate the causes of, prepare for, and adapt to the consequences of climate change. This report is meant to guide Maryland policymakers on decisions related to reducing greenhouse gas emissions from buildings in pursuit of achieving targets in Maryland’s 2030 Greenhouse Gas Reduction Act Plan and the Commission’s recommendation that Maryland achieve net-zero emissions economywide by 2045.
