Nine states plus Washington, D.C. have committed to reduce harmful emissions from buildings through the Accelerating the Transition to Zero-Emission Residential Buildings Memorandum of Understanding (MOU), led by NESCAUM and announced on February 7, 2024. The MOU sets a target for heat pumps to make up at least 65% of residential-scale heating, air conditioning and water heating shipments by 2030 and 90% by 2040 across the participating states. Achieving the targets would greatly reduce reliance on fossil fuel heating equipment in buildings and bring states closer to meeting their climate and air quality goals.

The signatory states are working through NESCAUM’s Building Electrification Task Force to develop a Multistate Action Plan with policy and program recommendations to advance affordable, zero-emission heating and clean residential buildings. A draft of the Action Plan is currently available for public input through Friday, April 18, 2025.
