Methodology

Atlas staff monitor state and federal agency websites, news sources, investor-owned utility websites, social media, and email lists to stay up to date on public requests or awarded funding related to building electrification and decarbonization. As soon as Atlas is aware of a new request for proposal or funding award, at least two staff process and validate each other’s entries to ensure data quality. If you notice data that is missing or needs to be updated on this dashboard, please let us know.

Opportunities: Requests made by state or federal agencies (or, in some cases, by non-profits or quasi-governmental entities such as green banks on behalf of state or federal agencies) for input or services to be performed by applicants. These can include funding opportunities in the case of Requests for Proposals or Rebate announcements or can be Requests for Information or Requests for Qualifications.

Outcomes: Financial awards made by state or federal agencies (or, in some cases, by non-profits or quasi-governmental entities such as green banks on behalf of state or federal agencies). Outcomes on this dashboard are always tied to a funding opportunity listed on the Opportunities tab.

Target Use: Classifies the building subsector or policy area for each request.

Project Category: Classifies the intended use of the award, including to install new products or construct new buildings, conduct research and development to advance technologies, design buildings in a novel way, provide rebates for work performed, provide new skills to bring new workers into energy efficiency or electrification, and raise awareness of programs or opportunities available to the public.

Data sources include state and federal agency websites, news sources, investor-owned utility websites, social media, and email lists.

On the Opportunities tab, the Total Funding Amount KPI sums up the Maximum Funding Available listed for all requests. Not all requests have a maximum funding amount listed; some announcements list only the per-project funding and not the number of projects expected to be funded, so the maximum funding available is unknown. The Total Funding Amount KPI does not include these projects. As of 10/13/26, approximately 62 percent of all requests for proposals in this database are accounted for in the Total Funding Amount.
