This dashboard aggregates data regarding federal electrification and energy efficiency programs, with particular attention paid to funds being distributed through annual appropriations and programs established through the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA). In addition to programs specifically designed for the purposes of building electrification and energy efficiency, this dashboard also includes those that could potentially be leveraged for those purposes or that could otherwise complement decarbonization initiatives (e.g. healthy homes and safety retrofits, climate resilience, green lending).

Methodology

Atlas staff monitor recent legislation through national coalitions, news sources, and email lists to stay up to date on building electrification and decarbonization policy. As soon as Atlas is aware of a newly enacted policy, at least two staff will process and validate each other’s data entry for this dashboard. Staff conduct manual entry and research to maintain this dashboard. If you notice discrepancies, incomplete data, or missing legislation, please let us know.

Energy Assistance Direct financial assistance to income-eligible recipients for energy utility bills.
Deep Energy Savings A building retrofit that results in savings of 50 percent or more in comparison to historic data
Retrofits Energy-efficient upgrades to existing structure, primarily referring to weatherization/insulation and changes to building envelope
Electrification Activity that explicitly removes fossil combustion from the building and replaces it with an electric alternative, prepares the home to be all-electric (I.e. panel upgrades), or new construction activities that include electric requirements for heating, cooking, or other systems or appliances
Efficient building materials Use of lower-carbon embodied building materials in construction
Energy Efficiency Activity that results in building energy savings, such as appliance replacement or upgrade, and installation of smart thermostat
Healthy and Safety Effort to reduce interior environmental hazards such as unsanitary water, faulty fossil appliances, carbon monoxide, lead, mold, asbestos, etc.

Award Type(s) Definition
Block Grant Federal funds provided to states and local governments for broad purpose, with very limited conditions on their use. Allows recipients to spend the funds as they see fit.
Categorical Grant Federal funds provided to states and local governments that may only be used for a specific, explicitly defined purpose, as expressed in grant regulations and provisions
Formula Grant A noncompetitive categorical grant provided to states based on statistical criteria and formulaic parameters predetermined by the government
Competitive Grant A competitive grant program in which eligible entities apply for funding through a structured review process. Applicants compete for a limited pool of funding and not all applicants may receive funds.
Loan Money provided by federal government with parameters and conditions, to be paid back over a certain defined duration
Cooperative Agreement A legal instrument of financial assistance between a federal awarding agency or pass-through entity and a non-federal entity that comes with substantial federal staff involvement

In this dashboard, “Year Authorized” is the year in which Congress authorized the appropriation of the funds. For example, the Inflation Reduction Act was signed into law in 2022, and therefore, all funding and programs associated with that piece of legislation are identified with 2022 as their authorizing year. In the case of the Infrastructure Investment and Jobs Act, the authorizing year is 2021 (The law was signed in 2021).

A program falls under the category of “Whole Home Approach” if it complements explicit decarbonization efforts to support a comprehensive building upgrade approach, to include: home health/safety, environmental remediation, resilience, and natural disaster preparedness.
