Homeowners exploring heating and cooling systems often become overwhelmed with unfamiliar terminology and conflicting information that slows adoption and stalls climate progress.\n\nEnergy coaches -also known as heat pump coaches\, decarb coaches\, or energy advisors -are community members who provide unbiased\, neighbor-to-neighbor guidance. They help residents understand how heat pumps work\, compare technology options\, identify weatherization needs\, and prepare for conversations with installers. Coaches also connect residents with incentives and programs they may not be aware of. As one program in York\, Maine notes\, residents consistently express relief at having an informed neighbor to talk with rather than feeling like they are being sold something.”\n\nWe will explore how community leadership and peer support can accelerate home electrification and increase heat pump adoption\, with a focus on what it looks like to scale these efforts in real communities. DESCRIPTION:Over the past year\, RMI and partners have worked with a cohort of C-PACE administrators\, technical experts\, and thought leaders to explore how Commercial Property Assessed Clean Energy (C-PACE) can drive embodied carbon reduction in buildings—through strategies like integrative design to reduce material quantities and procuring low embodied carbon materials. \nBuilding on our May\, July\, and October workshops—where we drafted and refined statute and program guideline language—this final session in the series will present RMI’s C-PACE Embodied Carbon Model Policy Primer\, a practical resource to help C-PACE administrators and legislators implement embodied carbon provisions into their programs. \nThe Primer brings together model statute text and recommended program guideline language that is harmonized across jurisdictions\, evidence-backed\, and flexible\, ensuring both meaningful embodied carbon reductions and cost of capital savings for developers\, while streamlining compliance and administrative processes. During this webinar\, Duke experts will discuss the dashboard’s purpose\, compare regional competitiveness metrics across states in the Southeast U.S.\, introduce the resource’s interactive features and information through a live demonstration\, and provide time for questions. \nThe Dashboard assembles key metrics on an array of policies and practices that influence how utilities\, regulators\, producers\, and consumers interact. This includes the extent to which state policies\, regulatory structures\, and market arrangements create conditions that advance consumer choice\, support distributed generation\, promote multi-actor participation\, and enable sharing of regional resources\, to name a few. \nThe Dashboard covers Alabama\, Arkansas\, Florida\, Georgia\, Kentucky\, Louisiana\, Mississippi\, North Carolina\, South Carolina\, Tennessee\, Virginia\, and West Virginia. \nThis project is led by Duke University’s Nicholas Institute for Energy\, Environment & Sustainability. This project is supported by the Arthur M. Blank Family Foundation and is produced in concert with complementary work being led by WRI.

SUMMARY:Introduction to the Multistate Action Plan
DESCRIPTION:In 2024\, nine states signed the Multistate Memorandum of Understanding (MOU) to Accelerate the Transition to Zero-Emission Residential Buildings. Citing the need to reduce climate and air pollution\, the MOU set a target for zero-emission heat pumps to make up 65% of the collective MOU state space and water heating market by 2030\, and 90% by 2040. Those states have since been joined by Washington\, DC\, and Washington state.\n\nThis webinar will provide an overview of the Multistate Action Plan to Accelerate the Transition to Zero-Emission Residential Buildings. Released in September\, the Action Plan provides over 50 recommendations to help states improve access to affordable clean heat. Participants will learn about the recommendations and hear directly from states on how they are working to advance zero-emission residential buildings. Speakers include Emily Levin\, Director of Policy and Programs at NESCAUM\, Liz Reichart\, Deputy Director of Building Decarbonization at the Massachusetts Department of Energy Resources\, and Emily Salzberg\, Managing Director for Clean Buildings at the Washington Department of Commerce.
