SUMMARY:Assessing Local Building Performance Standards
DESCRIPTION:The buildings sector poses a significant climate challenge for local governments across the country. Energy use in buildings contributes one third of total greenhouse gas (GHG) emissions in the United States and represents as much as seventy percent of total GHG emissions in some cities. Building Performance Standards (BPS) are a tool that local governments have been deploying to reduce GHG emissions and promote energy efficiency in buildings. Some local BPS programs require buildings to reduce their energy intensity\, while others mandate that buildings lower GHG emissions or intensity. BPS laws are some of the most innovative measures that local governments have taken to mitigate their communities’ contributions to global climate change. \nIn a new report\, New York University’s Guarini Center on Environmental\, Energy and Land Use Law and Marron Institute of Urban Management provide a retrospective analysis of the implementation of local BPS laws using qualitative and quantitative methods. Homeowners exploring heating and cooling systems often become overwhelmed with unfamiliar terminology and conflicting information that slows adoption and stalls climate progress.\n\nEnergy coaches -also known as heat pump coaches\, decarb coaches\, or energy advisors -are community members who provide unbiased\, neighbor-to-neighbor guidance. They help residents understand how heat pumps work\, compare technology options\, identify weatherization needs\, and prepare for conversations with installers. Coaches also connect residents with incentives and programs they may not be aware of. As one program in York\, Maine notes\, residents consistently express relief at having an informed neighbor to talk with rather than feeling like they are being sold something.”\n\nWe will explore how community leadership and peer support can accelerate home electrification and increase heat pump adoption\, with a focus on what it looks like to scale these efforts in real communities. DESCRIPTION:Over the past year\, RMI and partners have worked with a cohort of C-PACE administrators\, technical experts\, and thought leaders to explore how Commercial Property Assessed Clean Energy (C-PACE) can drive embodied carbon reduction in buildings—through strategies like integrative design to reduce material quantities and procuring low embodied carbon materials. \nBuilding on our May\, July\, and October workshops—where we drafted and refined statute and program guideline language—this final session in the series will present RMI’s C-PACE Embodied Carbon Model Policy Primer\, a practical resource to help C-PACE administrators and legislators implement embodied carbon provisions into their programs. \nThe Primer brings together model statute text and recommended program guideline language that is harmonized across jurisdictions\, evidence-backed\, and flexible\, ensuring both meaningful embodied carbon reductions and cost of capital savings for developers\, while streamlining compliance and administrative processes.
